Development History

To meet the requirements for planning and designing coal mines of Vietnam, the Minister of Heavy Industry signed the decision No. 1139/ BCNNg-KB2 on September 22, 1965 with regard to founding Mine Design and Research Institute under the control of Quang Ninh Coal Corporation (Mining Institute for short), headquartered at Khe Hum, Quang Ninh. At that time, the Institute was formed by Mining Design Department under the General Design Institute, Design Department under Quang Ninh Coal Corporation and Mining Equipment Department under Mechanical Engineering and Design Department. The Institute’s Manager was Mr. Nguyen Thanh Que – Deputy Director of Quang Ninh Coal Corporation and the Deputy Manager was Mr. Nguyen Chan.

In 1967, the Institute’s head office was removed to Van An commune, Chi Linh district, Hai Duong province.

On October 6, 1969, the Mine Design and Research Institute under the control of Hon Gai Coal Corporation was changed into Coal Design and Planning Institute under the control of Ministry of Electricity and Coal. This change marked a growth of the institute which became a ministry-controlled institute from a corporation-controlled institute.   

In 1982, the official head office of the Institute was built at Km9, Nguyen Trai road,  Thanh Xuan district, Hanoi (which is the present head office of VIMCC) with the assistance of leaders of the Ministry, Party Committee and People’s Committee of Ha Son Binh province.

On March 6, 1984, the Minister of Mine and Coal issued the Decision No. 13-MT /TCCB to integrate Coal Design and Planning Institute and Institute of Mine Economics into Coal Design and Economic Planning Institute.

On October 19, 1988, the Minister of Energy signed the Decision No. 1233-NL/TCCB-LD to form Coal Design and Survey Company on the basis of integrating Coal Exploration and Survey Company (headquartered at No.30B, Doan Thi Diem street, Hanoi) with Coal Design and Economic Planning Institute. The main tasks of the company were as follows: Building the coal industry development planning, designing works of coal mines and studying economic issues of the coal industry; carrying out exploration for improving the reserve classes and exploiting coal mines, exploring engineering geology and carrying out topographical surveys of mining works. The company was headquartered at Km9, Nguyen Trai road, Thanh Xuan district, Hanoi, Vietnam.

The company consisted of 6 subsidiaries:

-          Coal Exploration Enterprise No. 1 (in Cam Pha)

-          Coal Exploration Enterprise No. 2 (in Mao Khe)

-          Survey and Exploration Enterprise No. 3 (in Yen Vien)

-          Survey and Exploration Enterprise No. 4 (in Cam Pha)

-          General Design Department in Hon Gai (formerly Hon Gai Coal Design Sub-Institute)

-          Design Survey Service Enterprise (at 30B, Doan Thi Diem)

and the company’s governing office including the divisions in charge of management and execution of design and consulting services.  

Over a period of operation, the governing office met with many problems because the governing office not only did their business and production work but also managed their subsidiaries in an extensive area. As a result, the Minister of Energy made the decision No. 08-NL/TCCB-LD on January 15, 1990 with regard to separating staffs of the former Coal Design and Economic Planning Institute from the governing body and reorganizing into Coal Design Enterprise No. 1 under the control of the company and changing Hon Gai General Design Department into Coal Design Enterprise No. 2. In addition, the governing body was separated and carried out the management function.    

       On December 3, 1991, the Minister of Energy Vu Ngoc Hai signed the decision No. 614-NL/TCCB-LD to reorganize Coal Design and Survey Company into Mine Design and Planning Company on the basis of integrating Coal Design and Survey Company and Coal Design Enterprise No.1; the remaining enterprises were distributed into coal companies. On June 19, 1993, the Minister of Energy signed the decision No. 358-NL/TCCB-LD with regard to changing the company’s name into Mine Design and Survey Company.

       According to the decision No. 137/NL-TCCB-LD signed by the Minister of Energy dated March 4, 1995, Mine Design and Survey Company had been controlled by Vietnam National Coal Corporation since April 1, 1995. On February 10, 1996, Vietnam National Coal Corporation decided to hand designing bodies of coal production companies over to Mine Design and Survey Company, including: Hon Gai Coal Design Enterprise, Cam Pha Design Center and Uong Bi Mine Design Center . At this time, the organizational mechanism of Mine Design and Survey Company consisted of:   

            + Governing office;

            + Hon Gai Coal Design Enterprise;

            + Cam Pha Mine Design Center;

            + Uong Bi Mine Design Center; and

            + General Technical Service Center, afterwards renamed “Construction and General Services Enterprise” .

           On May 27, 1996, the Management Board of Vietnam National Coal Corporation issued the decision No. 873-TVN/HĐQT to change the name “Mine Design and Survey Company” into “Industrial and Mine Construction Consulting Company. Afterwards, the Minister of Industry, at the request of the Corporation, officially issued the decision No. 197/QD-TCCB to change the company’s name into Industrial and Mine Construction Consulting Company.

          At the request of the Management Board of Vietnam National Coal Corporation, the Minister of Industry issued the decision No. 23/2000/QD-BCN on April 5, 2000 to found Industrial and Mine Investment Consulting Company on the basis of integrating Electricity-Coal Investment Consulting Company and Industrial and Mine Construction Consulting Company.

         Following the policy of the Party and State which is gradually privatizing state-owned enterprises, in late 2005, Industrial and Mine Investment Consulting Company prepared necessary procedures to transform the company into a joint-stock company. Subsequently, Vinacomin Industry Investment Consulting Joint Stock Company has officially come into existence on March 28, 2006 and operating till now.   

For the organizational structure, the company has 20 divisions, 03 enterprises and  01 Subsidiary company (see the organizational chart below).
